Verizon throttled their unlimited 3g plans for years (apparently they just stopped this month: https://www.washingtonpost.com/news/the-switch/wp/2015/08/13...). They planned to do this to 4g unlimited customers too, but backed off after a stern warning from the FCC. I have friends who are grandfathered in their unlimited plans and as I understand it they do everything they can to get you off of it.
I believe it's for countries that value cost all the time, not just those of us who need a cheap phone. I don't think I'm explaining this properly.
Markets like Thailand, Philippines, Korea to a lesser extent, are interested in having cheap phones, but when that's ALL that they're going to have, they do want something nice, they do want that premium feel.
These are the same places that Nokia still has massive market share in feature phones, and this will only help advance those markets, I believe.
If you begin a search like you would for an app on the Start screen, or use the system wide search from the charms bar, you can select 'Store' from directly below the search box. The store needs a LOT of work.
