Hmm, there have also been statements that the classic Windows APIs are not going to ship on ARM. My guess is that it is possible, but it wont ship as they wont be able to support legacy software anyway, as there is no instruction set emulation. Guessing though, as I cant find a clear source...

There's Flash on plenty of ARM tablets and phones right now. Firefox and Chrome could ship ARM versions with Flash for Windows 8 on ARM too.
