"Operating System" is a stretch. BIOS would even be an overelaborate term for what the ZX81 had, given that IO was basically handled through fixed memory-mapping. What it had was a few inbuilt ROM routines and a main run loop that cobbled together a text-mode display, a line editor and a basic interpreter.
